jdlrobson 3603dce8ea Allow styles to run on mobile 
Any skins. prefixed ResourceLoader style modules are okay to run on mobile
given they should only run in the context of the skin.

See I7c000165c61a4bd2094f23b6ffd96335f7f7818f
with that patch and the following enabled:
$wgMFDefaultSkinClass = 'SkinVector';
$wgVectorResponsive = true;

you'll be able to use the Vector skin in mobile mode.

Derk-Jan Hartman 3ca33440f4 .redirectMsg needs to be 0 height 
It wasn't because ".mw-body p" introduces a margin, causing an
undesired extra spacing on redirect pages.

The external link icon looked uncomfortably close to the following
character in the unusual situation in which the following character
was a quotation mark or something other than a period.  This gives it
just a bit more breathing room.

Bartosz Dziewoński 7f977f572d Actually apply personal bar z-index hack to modal OOUI window managers 
Follow-up to 15a990b888. That didn't
work, the module is not named 'ooui'. And had it worked, it'd have
removed all the regular OOjs UI styles from the Vector skin, by
replacing them instead of adding.

Derk-Jan Hartman b1175c6288 Make tabs, actions and search usable in Responsive Vector 
Much of this was hidden so far, but this brings them back into action.
It's perhaps not ideal, but it's the best I could come up with.

Timo Tijhof 020956d070 collapsibleTabs: Debounce resize event at 100ms instead of 500ms 
A delay of 500ms is quite long and is a bad user experience.
Resize should be more responsive than that.

Matches other plugins that do the same thing, such as:

And also more in accordance with RAIL.
