jdlrobson	58457f8ae8	Dev: Vector is rearranged like other skins and extensions A resources folder is the defacto-standard across mediawiki repos. Dev: Vector is rearranged like other skins and extensions

A resources folder is the defacto-standard across mediawiki repos.
Vector now mirrors those by describing where files served by ResourceLoader
are located.
