Per discussion in T172078 let's relax these rules so navbox shows
up in the desktop mode of the site.
Note: this will not impact the mobile site as navboxes are stripped
from the HTML.

This brings Parsoid styles when viewed in Minerva consistent with
MediaWiki parser output styles.
