same repository, and don't vary by configuraion.

This is effectively a no-op for Minerva itself, but
automatically fixes a bunch of bugs, such as the
lack of centerring on WikiHiero elements.

This will result in a Minerva skin dependent on MobileFrontend.
Post merge we will rename message keys to have minerva- prefix
