Hygiene: make JSDoc configs consistent
Make the Popups, MobileFrontend, and MinervaNeue JSDocs consistent. For
MinervaNeue:
- Replace "packageX" option which was unfound in the JSDoc repo with
"package".
- Remove redundant default configurations.
- Replace tabs with spaces since that's the standard in this repo.
