Remove hard-coded z-index value from page-issues read-more link
Defines the z-index value of the "fade-out" below the read-more text as a variable instead of a hard-coded value. The variable is essentially 1 value below the z-index of the parent element. The output of this change remains the same, the parent z-index value is 0 so the "fade-out" z-index value still remains -1. Bug: T214550 Change-Id: Ib1fa53cbb83e995c3c7b0320ba177ea087a8931b
