Relax navbox hack
Per discussion in T172078 let's relax these rules so navbox shows up in the desktop mode of the site. Note: this will not impact the mobile site as navboxes are stripped from the HTML. Bug: T172078 Change-Id: I59d229d75dbcb790eb75dc4b838b2afafd2f3980
